- Establish HSE management plan, HSE procedures to be applied for construction activities requirement
- Carry out risk assessments, job safety analysis and identify all potential emergency situations regarding HSE aspects in all construction activities at site and have emergency action plans for these situations.
- Enforce the implementation of the established HSE Plan, HSE procedures,…by contractors including implementation of Company-wide HSE initiatives e.g. ISO 14001 and ISO 45001
- Check and approve HSE plan, permit to work submitted by contractor for construction project.
- Carry out inspecting the high risk construction activities
- Recording all visible safety hazards, identified and report any breaches on the Health & Safety practices by the contractors to Department Head. Prepare necessary documentations to administer penalties for contractor in case there is any violation on HSE issues.
- Conduct toolbox talks, periodical site meetings between in-house project teams, consultants and/ or contractors to surface any areas of HSE concern throughout the construction process.
- Monitoring PPEs, house-keeping work and all safety signs/notices provided by the contractor for construction project.
- Conduct a detailed investigation (with PMOs and/or Site Engineer) to determine the root causes of all safety near-misses and incidents that happened on site during construction, taking correction action and formulate preventive action to prevent it from happening in future.
- Prepares and submits incident reports to management for further action to be taken if any.
- Maintain documentation of training, all written inspections e.g. overhead crane inspections, powered industrial truck, daily safety inspection, incident report and other safety records.

Knowledge:
- University graduated in HSE, construction field.
- Have good specialized knowledge in environmental engineering, chemicals & mechanical engineering.
- Have a good knowledge about the relevant environmental law & standards promulgated relative to the Environmental management & control.
- Some knowledge on QHSE (ISO 9001; 14001 & 45001) is preferable.
Skills:
- Having experience to provide inputs in HSE related deliverables such as HSE Management Plan and Procedure, Environmental Management Procedure, Potential Risk, HSE Audit Plan/Procedure
- Must have good written and oral communications in English
- Good computer skills particularly in Microsoft Word, Excel, Power Point and Auto Cad
- Conflict Resolution and Problem Solving, Time management
- Ability to prepare written reports and maintain the project documentations.
